Territorial Climate Air Energy Plan (PCAET)
The Territorial Climate Air Energy Plan (PCAET) is an essential planning tool that defines, coordinates, and plans national and international objectives related to air quality, climate, and renewable energies. It is mandatory for all municipalities with populations exceeding 20,000.
This plan aims to protect citizens from industrial excesses and their impact on air pollution. By quantifying and setting clear objectives, the PCAET contributes to improving air quality. It has been defined and implemented by local authorities, primarily inter-municipalities, in accordance with the 2017 law on ecological transition for green growth.
The PCAET establishes mitigation and adaptation objectives for climate change while proposing a renewable energy development plan and energy consumption management. It also includes a greenhouse gas emissions inventory, a vulnerability assessment, and a monitoring of measures. This plan is revised every six years and must consider regional climate, air, and energy frameworks.
